Assistant / Manager (Project)

We are seeking a highly skilled and experienced Project Manager to oversee the successful planning, execution, and completion of healthcare infrastructure projects, ensuring seamless care can be performed within the built environment. The Project Manager will be the point of liaison and responsible for managing all aspects of the project lifecycle, including scope, schedule, budget, and quality control.
Key Responsibilities
Project Management & Coordination
a) Project Planning & Scope
• Define project scope, objectives, deliverables, timelines, and resource requirements.
• Develop detailed project plans and schedules from concept to commissioning.
b) Execution & Monitoring
• Plan, implement, and monitor strategic facility development initiatives to ensure timely completion.
• Track progress against milestones, budget, and quality benchmarks, taking corrective action as required.
c) Risk & Compliance Management
• Identify potential risks and develop mitigation strategies to ensure successful project delivery.
• Ensure all works comply with Ministry of Health (MOH) regulations, and safety standards.
d) Consultant & Vendor Management
• Engage, manage, and negotiate with consultants, contractors, and service providers.
• Monitor and evaluate performance of licensed or certified consultants, ensuring deliverables meet required standards.
• Conduct quality assurance reviews to verify satisfactory completion of work.
e) Financial Management
• Manage and monitor project budgets, including all payments to consultants, contractors, and relevant authorities.
• Ensure cost efficiency without compromising quality or compliance.
f) Stakeholder Management
• Serve as the main liaison between internal stakeholders (management, clinical, operations) and external partners.
• Provide timely updates, manage expectations, and resolve project-related issues promptly.
g) Project Reporting
• Prepare and present regular progress reports to senior management on updates on project status.
• Maintain project documentation such as budgets and contracts.
h) Any other ad-hoc assignments assigned by the Management.
Administration and Support to the Building and Development Committee and any DPH group required for the execution of such projects
• Act as the secretariat and staff officer for the above.
Strategic Infrastructure & Space Planning
• Review and manage space requests to ensure optimal space, energy, and environment utilisation in line with DPH needs
• Plan for operating costs, maintenance requirements, and to put in place policies, systems, processes and whatever is needed for such.
Qualifications & Requirements:
• Bachelor's degree in Mechanical Engineering, Electrical Engineering, or a related field.
• Project Management Professional (PMP) or PRINCE2 certification is an advantage.
• Proven expertise in project scheduling, budgeting, risk management, and contract administration; proficiency in MS Project or similar project management tools is an advantage.
• Strong leadership abilities with a track record of motivating and coordinating cross-functional teams effectively.
• Excellent verbal and written communication skills, with the ability to engage and collaborate effectively with subcontractors, team members, and management.
• Highly self-motivated with a proactive, solution-oriented approach to project delivery.
• Strong negotiation skills coupled with strong interpersonal abilities to foster positive working relationships.
The successful candidate will be initially offered a 3-year contract and can expect a monthly basic salary up to $6,000, commensurate with experience.
